Construction began in mid-July on the $10.6 million NEON District Streetscape Project in Norfolk, Virginia. The project includes a comprehensive overhaul of infrastructure and placemaking enhancements along Granby St. from Brambleton Ave. to Virginia Beach Blvd.
Key Project Features:
Reconstruct the roadway, sidewalks and curbs.
Add ADA-compliant ramps and painted crosswalks.
Update traffic signals and add pedestrian signal heads and buttons.
Replace water and sewer system.
Upgrade stormwater collection and add a conveyance system to improve drainage.
Introduce a biofiltration system to address water quality.
Modernize utility lines with underground electrical conduits.
Install street lighting with new lamp posts.
Improve landscaping with tree canopy and planter boxes.
Add new amenities, including seating and electric vehicle (EV) charging stations.
The NEON District Streetscape Project infrastructure improvements will begin July 15, 2024. Construction crews will start in the 700 block of Granby St., between Brambleton Ave. and Olney Rd. on the east/former Greyhound Station side of the street first, then the west, followed by the 800 block, between Olney Rd. and Virginia Beach Blvd.
The NEON District Streetscape Project will take approximately three and a half years to complete. Initially, the project will focus on infrastructure improvements in the 700 block of Granby St.
During construction, vehicular traffic will be restricted to northbound travel (towards Virginia Beach Blvd.) and there will be no on-street parking on Granby St.
Additional parking has been added on Monticello Ave. and Virginia Beach Blvd. and approximately 40 new spaces were added along Virginia Beach Blvd. and Monticello Ave ahead of construction. Pedestrian access will be maintained through designated wooden walkways and wayfinding signage.

The 9th Annual NEON Festival will take place on Thursday, October 17 and Friday, October 18, 2024 from 6-10pm in Norfolk’s first official arts district, the NEON District. The NEON Festival is a free two evening event that encourages visitors to explore and discover the NEON District.
